2. Applications by Chinese for entry from places other than China and Macao are still referred to his administration for approval.
3. Issue of military permits cannot be enforced for entry under paragraph 3. Regarding other territories it has been assumed that permit to enter granted by C. in C. Hong Kong was sufficient. permits have not hitherto been required.
